Why am I forced to join whatever silly parties in Willis Lounge held passing midnight?

(This is an email sending to the housing office.)

Anna,

I am not hundred percent sure who I shall speak to about this. I am writing to you, assuming you can do something to help in the near future.

Here is my story. I came home late from work on Friday night. Unlike normal Saturdays, I know I am going to have a tight and busy Saturday today. I'll have to get up early and drive my friend to the airport and then start to work intensively. Some people have party right in front of my apartment in the Willis lounge. Rock/dancing music have been started way before midnight when I tried to sleep. They were so nice to give me a short break from 2am to 3am and now the music starts again. It's 3:30am.

I don't know any policies of having parties in the Willis lounge, if any, but this is simply too annoying and I don't see a reason for me to stand the noise like I am doing now. This is too ridiculous and I start to worry about my safety during my ride to the airport.

It's absolutely fine to have parties but definitely not like this!

Would that be possible to shut down the power after, say 1am, in the Willis lounge to prevent this form happening? Or, would you please do something to ensure the right of those who want to have a good rest?
